PHOENIX, Ariz.—Maricopa County Sheriff Joe Arpaio has found himself at the center of yet another controversy, but this time the issue is not illegal immigration. A county budget report made public Wednesday accused his department of misspending as much as $80 million on immigration sweeps, public-corruption probes, and a range of other unauthorized activities and expenditures over the past five years.

WASHINGTON - The Dream Act has died again. On Tuesday, yet another attempt to push through the 9-year-old legislation was derailed. The measure, introduced in 2001 by Sens. Orrin Hatch, R-Utah, and Richard Durbin, D-Ill., would let children of illegal immigrants become legal residents if they attend college or serve in the U.S. military.

Senate Majority Leader Harry Reid (D.-Nev.) announced last week he would tack on the DREAM Act on to a defense appropriations bill. A cloture vote on the act is expected this afternoon. The DREAM Act grants amnesty to illegal aliens who claim they came to this country before the age of 16 and also claim they will join the military or enroll in college.

Support is mounting for efforts in Congress to stop granting birthright — that is, automatic — citizenship to the U.S.-born children of illegal immigrants. Such a measure would bring America\'s citizenship policies into line with those of most of the rest of the world, where even the children of legal noncitizens do not automatically become citizens of the country where they are born.
